The National Academy is a training institute with more than 20 years of experience in the field of Public Finance, Audit and Economics. All Dutch ministries make use of the range of practice orientated courses offered by the National Academy. The knowledge and experiences brought together in these courses is also available for foreign ministries of Finance. For several years, the National Academy has offered study visits (in English) especially for countries that have acceded or are about to accede to the European Union.

The National Academy is part of the Budget Affairs Directorate of the Ministry of Finance. Its main clients (Financial Economic Affairs Directorate and Internal Audit Directorate of the line ministries) are represented in the Client Council. The courses offered by the National Academy for Finance and Economics are up-to-date and practice-oriented. Nearly all course lecturers work for the national government. They are familiar with the course material on the basis of their own daily work.

Over the past years, the Dutch Ministry of Finance has received a growing number of requests to assist ministries of Finances in other countries with the introduction and implementation of reforms in public finances. In light of the international recognition of the Dutch public finance system as “best practice” (OECD 2001; IMF 2006) and taking into account a clear Dutch interest, the Dutch Ministry of Finance is favourably disposed towards such requests. The National Academy operates on a purely government-to-government and self-supporting basis and only as far as our capacity allows.

By providing technical assistance, the National Academy is able to contribute to the further development of the financial and audit function at foreign ministries of Finance. All forms of assistance are imaginable, ranging from short study visits to projects lasting 2 years since every activity is tailor-made. In recent years, the National Academy has provided various countries with technical assistance by:

  • analysing laws and by-laws including the associated organisational issues;
  • organizing study visits;
  • providing training programmes and courses in different disciplines;
  • contributing to the set up of a training institute.

In general, our approach is pragmatic. Dutch solutions on Dutch public finance problems may not work in another context. The historical path, the size and the culture differ from one country to another. Therefore, we will try to find tailor made solutions together, i.e. solutions that work in the other country’s particular context.

Each year as of 2007 the National Academy has organized a summercourse on Public Financial Management in the Netherlands for visiting participants from all together Albania, Armenia, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, FYR Macedonia, Georgia, Moldova, Mongolia, Romania, Serbia, Turkey, Ukraine. The variety of numerous exchanges is considered very instructive for the participants and therefore a valuable experience for their respective home countries. As for the choice of countries, preferred countries are Dutch constituency members for IMF and Worldbank and (potential) EU candidate member states.

These activities are financed using resources of the World Bank, the IMF, EU-facilities (Twinning, TAIEX) or national resources.
