From 30 June to 7 July 2010, more than 50 participants from 14 countries participated in a summer­course on Public Finance Management at the National Academy for Finance and Economics. During this course, participants learned and discussed about the Dutch public finance manage­ment. The Dutch public finance management system is an internationally acknowledged best practise and there­fore a possible source of inspiration for other countries.

The participants came from Albania, Armenia, Bosnia-Herzegovina, Bulgaria, Croatia, Geor­gia, Israel, Moldova, FYR Macedonia, Montenegro, Romania, Serbia, Turkey and Ukraine. All participants work in the field of Public Finance Management – for example in Ministries of Finance – and therefore had a good opportunity to do some networking.

The summercourse was divided into three modules:
1) public expenditure management
2) taxation and customs 
3) macro economic forecasting and independent institutions.
In these modules, the Dutch model was discussed in detail. Furthermore participants and teachers had the opportunity to talk about public finances in many other countries. They also talked about the way in which the Nether­lands and the participating countries can improve their public finance system.
The participants and teachers considered the course to be a success. The summercourse has been financed by The Dutch Constituency support facility and by the Technical Assistance support facility of the Dutch Ministry of Finance.
